Johannesburg: ‘South Africa cannot arrest Russian President Putin even though the international court has issued an arrest warrant, as this would amount to a declaration of war by Russia, and South Africa should not be the reason for this,’ said the President of South Africa, Cyril Ramaphosa. President Ramaphosa further clarified that South Africa would present its case before the International Court of Justice. On the other hand, Western countries are pressurising the members of the International Court of Justice to follow South African rules and assist in arresting the Russian President.

The leaders of Brazil, Russia , India, China and South Africa will be present for the meeting. Russia has not yet made any announcement regarding the presence of President Putin. However, as an important member of BRICS, Putin is expected to attend this meeting. If this happens, the Russian head of state will travel outside the borders of the Soviet Union for the first time since the Ukraine conflict.

Furthermore, the International Court had issued a notice to South Africa to take into custody and hand over to them the Russian President against whom the International Court has issued an arrest warrant after declaring him guilty of the Ukraine conflict. However, South Africa had already clarified that the Russian President, arriving for the BRICS meeting, cannot be arrested. But, for the last few days, western countries have begun increasing the pressure on South Africa.

The Russia-Africa summit will be held in St.Petersburg in the next few days. South African President Ramaphosa or his representative will meet the Russian President on this occasion. At the same time, the South African leader will be appealing to President Putin to avoid attending the BRICS meeting next month.

Meanwhile, last month the Russian private military company ‘Wagner Group’ rebelled against President Putin. This rebellion of theirs could not last even for 24 hours. It has caused anti-Putin factions and leaders to emerge in Russia. The Russian security system has given shelter to these opponents. Despite this, analysts claim that President Putin will not dare to leave Russia while the incident of this rebellion is fresh.
