The Governor of Belgorod, Gladkov, claimed that the attack was carried out by two Ukrainian military helicopters. It is said that MI-24 helicopters were used in the attack.

Dmitry Peskov,  spokesman for Russian President Vladimir Putin, affirmed it. Ukraine’s Foreign Minister, Dmitry Kuleba, has made a delusive statement that the attack could not be denied and nor confirmed as well. Ukraine’s Defence Ministry also declined to respond.
