London/Washington: An international agreement has been announced to set guidelines concerning the security of Artificial Intelligence (AI) technology. Initiated by the UK and the US, this agreement has been signed by 18 countries. This is claimed to be the first agreement related to the security of AI technology. Prior to the signing of this agreement, in a council held in Russia, President Vladimir Putin criticized the Western countries’ monopoly on AI. President Putin also claimed that Russia will develop independent AI technology.
Last year, a company called ‘OpenAI’ introduced a ‘Generative AI Model’ named ‘ChatGPT.’ Against the backdrop of the growing utilization of this model and the responses it generates, the discussion around the risks and control of AI has come to the forefront. Along with major countries of the world, multinational companies, top entrepreneurs, practice groups and the United Nations also expressed concern about AI technology. Against this backdrop, the first ‘AI Safety Summit’ was organized in the UK in the beginning of November.
In this UK summit, the first international proposal related to the risks and security of AI technology was passed. It consisted of 27 major countries, including the United States, the UK, and the European Union. During the same summit, acknowledging the escalating risks of AI technology, indications were made to prioritize provisions related to security. Subsequently, it has been revealed that the UK and the US agencies took the initiative, engaging in discussions with major companies and experts to determine guidelines.
This agreement has been named ‘Guidelines for Secure AI System Development’. In this, there is a provision to address cybersecurity at every stage during the development of AI technology. It is mandatory to share information about whether the AI technology has been created from scratch or has been created with the help of resources shared by others. The agreement notes that cybersecurity considerations are integral to the development of AI technology, and it is mandated as a part of the associated technology.
The countries that have signed the agreement include the UK, America, Israel, Japan, France, Italy, Germany, Canada, Australia, Norway, Poland, Singapore, South Korea, Estonia, Czech Republic, New Zealand, Chile and Nigeria. 27 major countries were involved in passing the resolution at the ‘AI Safety Summit’ held in the UK. However, the fact that only 18 countries have signed the agreement is drawing much attention.
Before this agreement, Russian President Vladimir Putin criticized the monopoly of Western countries related to AI technology. ‘Russia will set an independent national policy for the development of AI technology. AI technology developed on the basis of information received from Western countries is dangerous and Russia will never accept it. It lacks information about Russian culture and several other crucial topics,’ President Putin said.
